Indonesia, Australia sign pilot MoU on skills development exchange

The agreement was marked by the signing of a Memorandum of Understanding (as Amended) by Secretary General of the Ministry of Manpower, Anwar Sanusi and Australian Ambassador to Indonesia, Penny William PSM in Jakarta on Friday (25/8/2023).

Secretary General Anwar in his remarks said that the new MoU is an amendment to the MoU on the Indonesia-Australia Skills Development Exchange Pilot Project under the framework of the Indonesia-Australia Comprehensive Economics Partnership Agreement (IA-CEPA) which was signed on March 4, 2019.

The pilot project aims to open up opportunities for the exchange of skilled individuals to work for a short period of 6 months in companies domiciled in Indonesia or Australia, so that they can train and improve their skills by working in certain sectors according to their expertise background.


"However, for about 4 years this MoU has been in effect, its implementation has experienced several obstacles and challenges, including the Covid-19 pandemic and border restrictions, so that the implementation of the MoU has not been able to run optimally to get benefits and meet the Pilot Project quota target agreed upon by both Australia and Indonesia," said Secretary General Anwar.

Recognizing the challenges and obstacles in its implementation, the governments of the two countries jointly coordinated by the Indonesian Ministry of Trade and the Department of Foreign Affairs and Trade of Australia took the initiative to review this MoU as an effort to improve the process and mechanism of the Pilot to be in accordance with the applicable regulations in each country, so that this MoU is more beneficial and easy to implement.

"Alhamdulillah, with the cooperation of all related parties together with the Ministry of Manpower, namely colleagues from the Ministry of Trade, the Ministry of Foreign Affairs, the Ministry of Law and Human Rights, entrepreneurs from KADIN and APINDO, and of course support from the Australian Government, the discussion of this MoU review can be completed," he said.


He said, in this new MoU, there are several important things that have been agreed by both parties, including allowing individuals who have appropriate skills to be placed in companies between Indonesia and Australia in certain sectors for up to 12 (twelve) months; facilitating exchanges to share skills and practical work experience, and strengthening understanding of business practices, government and culture in both countries.

In addition, it strengthens cooperation between government agencies of the two countries in collaborative skills development; and enables businesses to provide targeted workplace-based training and experience to employees to improve skills competencies.


Furthermore, he said, in this amendment to the MoU, the governments of the two countries have also agreed on the addition of several sectors in this skills development exchange to include financial and insurance services; mining, engineering and related technical services; information media and telecommunications services; tourism and travel related services; creative economy; agribusiness and food processing; and green economy. In its implementation, both countries involve the role of entrepreneurs who are members of the Business Peak Body (BPB).
